摘要:
针对现有指标体系面面俱到却无法突出主题、基于这种指标体系的测评结果无法体现城市特色等问题,提出了一种面向主题的智慧城市指标体系裁剪方法。 该方法在现有的指标体系基础上,结合主题特色,以层次分析法为核心,通过领域专家赋分、判断矩阵生成、特征分解、一致性比例判断和判断矩阵调整等步骤,并基于事先设定的指标项权重的阈值,裁减掉与主题不太相关的指标项,进而更新该主题下的指标项的权重,实现了面向主题的指标体系裁剪。 实验结果表明:基于该方法裁剪出的面向主题的指标体系的总体测评结果,与在原指标体系下的测评大致相同;同时,对于与主题特别符合的城市,在裁剪后的指标体系的测评下表现较突出,测评结果会有一定的提升,既突出了主题,又兼容了总体;其测评结果可为建设智慧城市提供辅助支撑,并在一定程度上促进智慧城市全面发展。
Abstract:
In view of the problems that the existing index systems are comprehensive but unable to highlight a topic,and the evaluation results based on index system cannot reflect the characteristics of the city,a topic oriented cutting of index system for smart city is put forward. On the basis of the existing index system and a specific topic, with AHP as the core, index items not related to the topic are eliminated,and the weight of the index items under the topic is determined, and? ?the topic oriented index system cutting is realized,according to scoring of domain expert, generation of judgment matrix, feature decomposition, judgment of consistent proportion,adjustment of judgment matrix and preset threshold of index weight which cause some index items not related to the topic to be deleted and the weight of the retained index items will be updated respectively. The experimental results show that the overall evaluation results based the topic oriented index system are almost same as those of the original index system. At the same time,for cities that specifically fit a topic, evaluation results are outstanding and can be promoted via the cut index system,which shows that the cut index system notonly highlights the topic,but also is compatible with the overall evaluation. At the same time,evaluation results can provide auxiliary support for the construction of smart city and promote the all-round development of smart city to a certain extent.
