为了更好地促进学校各类教学资源的建设，在教育网格中引入教学督导系统。文中首先对教学督导的流程进行分析，然后结合教育网格的特点，提出了分布式教学督导系统的框架结构和分层教学督导理念，并建立了上级、中级、平级的品级教学督导机制。基于网格、Web services和目录服务等技术，开发了教育网格中教学督导评测系统（GES），对其功能模块进行了定义，并给出了该系统的具体实现方法，能够及时发现加入倩开教育网格的高校结点的资源信息，促进各校间相互交流协作。通过理论分析和具体应用证实了该系统的有效性和实际运行原理
