摘要:
创新驱动战略的实施以及网络信息技术的迭代演化催生科技情报工作持续向数据化、流程化、系统化、智能化方向发展,构建以大数据、云计算以及移动互联网等信息技术为支撑的科技情报服务系统成为创新科技情报服务模式、提升科技情报服务效能的重要方式。 该文以陕西省科技情报一体化平台为例,从框架设计整合、业务流程再造、系统功能优化以及关键技术支撑四个维度出发,构建了一个以专业数据资源为基础,以数据检索分析挖掘技术为手段,以业务流程为依托,以面向创新的科技情报产品为输出的智能化平台。 着重叙述了基于互联网的服务流程设计、异构数据的统一表示、海量数据检索技术、新一代情报分发技术以及情报挖掘技术在平台的应用。 提出科技情报服务未来将不断地向着规范化、网络化、智能化的发展,从海量数据中更为全面、精准、快速的聚合资源,对数据进行高效、精准、深入的分析解读仍是科技情报服务系统优化改进的方向。 建议平台在特色数据资源的集成、对不同情报分析工具的集成和综合运用、不同层次科技情报服务产品开发、移动端优化等方面继续提升改造,以期为其他科技情报智能化系统的研发应用提供借鉴。
Abstract:
The implementation of innovation-driven strategy and the iterative evolution of network information technology have given rise to the continuous development of scientific and technological information work in the direction of data, flow, systematization and intelligence. The construction of scientific and technological information service system supported by information technology such as bigdata,cloud computing and mobile Internet has become an important way to innovate scientific and technological information service mode and improve the efficiency of scientific and technological information service. Taking the scientific and technological information integration platform of Shaanxi Province as an example,? from four dimensions: framework design integration, business processreengineering,system function optimization and key technology support,? we construct an intelligent platform based on professional data resources,data retrieval,analysis and mining technology as the means,business processes as the support,and innovation-oriented scientific and technological information products as the output. We focus on the application of Internet - based service flow design, unified representation of heterogeneous data, massive data retrieval technology, new generation information distribution technology and information mining technology in the platform. It is pointed out that the scientific and technological information service will continue to develop towards standardization,networking and intelligence in the future,and the resources will be aggregated more comprehensively, accurately and quickly from the massive data. Efficient,accurate and in-depth analysis and interpretation of data is still the direction of optimization and improvement of scientific and technological information service system. It is suggested that the platform should continue to improve and transform in the integration of characteristic data resources, the integration and comprehensive application of different intelligence analysis tools,the development of scientific and technological information service products at different levels,mobile terminal optimization and so on,so as to provide reference for the research and application of other scientific and technological intelligence systems.
