摘要:
为解决传统的能源数据报送和发布方式滞后,能源数据的上报和汇总速度慢,数据标准化缺乏、有价值信息无法共享利用,以及能源管理方面存在严重的信息不对称等问题,提出一种由电力、煤炭、石油及综合四个子系统构成的省级能源监测预警信息系统设计方案。依托现代信息技术和数据分析技术,全面采集和分析能源资源的储藏量、生产、消费、进出口、库存、区域间流动和利用效率等信息。建立相应的能源统计、预警、监测、单位GDP能耗统计及考核等指标体系,并完成了系统的框架设计。平台具有保障能源资源总量供给平衡的功能,可为政府及相关部门的宏观决策管理提供信息服务和支撑。
Abstract:
To solve the existing problems of energy resource info management,such as the deficient mode of publication and declaration, inefficiency of info report and collection,insufficiency of data standards,unavailability of valuable info and the obvious asymmetry of info management,a framework planning of a provincial energy forecast and early warning platform that is composed of electric power,coal, petroleum and integrated resource is proposed. The data of energy resource deposit,production,consumption,import and export,ware-house,regional flow and utilization efficiency can be entirely acquired and analyzed based on modern information and data processing technology. The systems of energy resource statistic index,early warning,monitoring index,GDP energy consumption statistics index and assessment are built,and the framework is constructed. The proposed platform can keep the balance of total energy supply,and provide in-formation service and support for the decision making of government and related organizations.
