摘要:
为了提高应急管理部门的应急处置效率和应急指挥能力,解决突发事件应急处置时的业务流程不规范,应急数据孤立难以共享,指挥决策支撑不足,应急资源调度方案不合理等问题,构建了一种面向突发公共事件的数字化应急指挥系统。 该系统采用 B / S 模式搭建,后端使用 SpringBoot 核心框架,前端使用 VUE 框架,并结合 WebGIS 技术、视频融合技术、智能模型算法等数字化技术来提高系统的智能性。 系统以应急事件处理为主线,将事故应急处置流程数字化,并设计了系统总体架构和数据架构,以及详细设计了综合值守、突发事件报送、指挥部署、辅助决策和资源调度等功能模块,最终实现了集中管控、高效协同、科学决策的数字化应急指挥系统,提高了应急管理部门的应急救援管理水平和应急响应能力。
Abstract:
In order to improve the emergency handling efficiency and emergency command ability of emergency management departments,and solve the problems such as irregular business processes,isolated emergency data difficult to share, insufficient commandand decision support,and unreasonable emergency resource scheduling scheme during emergency handling,a digital emergency commandsystem for public emergencies is constructed. The system is built by B / S mode, SpringBoot core framework is used in the back end,VUEframework is used in the front end, and digital technologies such as WebGIS technology, video fusion technology, intelligent modelalgorithm are combined to improve the intelligence of the system. The system takes emergency handling as the main line,digitizes the emergency handling process,and designs the overall architecture and data architecture of the system,as well as the detailed design of the comprehensive duty,emergency reporting,command deployment,auxiliary decision-making and resource scheduling and other functionalmodules. Finally,the digital emergency command system with centralized management and control,efficient coordination and scientificdecision-making is realized,which improves the emergency rescue management level and emergency response ability of the emergencymanagement department.
