摘要:
良好的城市应急系统是城市防灾减灾的重要保障,对城市应急系统和谐性诊断,对增强城市灾害管理能力和提高政府部门对灾害的应急响应能力具有重要意义。文中运用和谐管理理论的思想并结合系统工程方法进行研究。首先在阐明城市应急能力评价指标的基础上,建立具有层次结构的和谐性诊断要素体系;然后利用层次分析法确定和谐性诊断要素的权重,并进行层次单排序和一致性检验;接着运用柯西模糊分布建立和谐矩阵及不和谐矩阵;最后进行和谐性诊断,包括要素的和谐性诊断和系统的和谐性诊断。实际应用时,要根据不同城市的具体情况,灵活地选择诊断要素
Abstract:
Good urban emergency response system is an important guarantee for urban disaster prevention and mitigation,which is of great significance for urban emergency systems harmony of diagnosis,improving the city's disaster management capacity and the government's emergency response capability to disasters. In this paper,combine harmonious management theory with systems engineering methods for research. First of all,on the basis of describing city emergency capabilities evaluation index,establish a harmonious diagnosis element sys-tem with hierarchical structure;secondly use AHP to determine the weight of harmonious diagnosis elements and carry out a single-level sorting and consistency test;and then use Cauchy fuzzy distribution to build a harmonious matrix and discordant matrix;last,make a har-mony diagnosis,including the harmony diagnosis of elements and system. When applied,according to the specific circumstances of differ-ent cities,choose the elements of diagnosis flexibly
