企业是自主创新的主体，通过实施陕西省“13115”科技创新工程，目的是激发企业的创新活力，提高企业的自主创新地位。通过针对企业用户需求的调研，系统的设计、功能的实现，提出了面向企业用户具体问题，提供解决方案的知识服务，并为企业提供个性化、知识化、协同化、即时化的信息服务方法，采用跨库检索、互联网采集、知识关联等技术手段设计、实现了由信息服务向科技情报服务即知识服务的跨越过程，搭建了陕西省主导产业科技情报服务平台
